From the two equations
3a + 6b = -15
a = -2b -5
we will substitute the value given for a in the second equation in for the a in the first equation and get
3(-2b - 5) + 6b = -15
-6b - 15 + 6b = -15
-15 = -15
Since this is always true, we know we have a dependent syatem with an infinite number of solutions. This means that the two equations represent the same line.
