-4c - 11 = 4c + 21 | +4c on both side does not change the equation (since reported on the same side, will give _ +4c-4c=0 added)

-11 = 8c + 21 | -21

-11 - 21 = 8c

-32 = 8c | divide by 8 on both side

-4 = c
