The formula they gave you is g(x)= 2x+3, and it is read "g of x equals 2x+3". Then they give you g(9), which means that the number 9 represents the value of x. It means to substitute 9 in place of the x (or all the x's if there had been more x's!), and simplify. It looks like this:

g(x) = 2x+3
g(9) = 2(9) +3
g(9) = 18+3= 21
