Very much so here are the steps:
2/(x+1)(x+3)+1/(x+3)==>2/(x+1)(x+3)+1(x+1)/(x+1)(x+3)==>2+x+1/(x+1)(x+3)==>
x+3/(x+1)(x+3)==>1/x+1
