First we will distribute the -1;
-(2x-3y)=-2x+3y
Now we will distribute the 3;
3(3x+y)=9x+3y;
So now we have;
-2x+3y+9x+3y
Now add like terms;
-2x+9x+3y+3y
7x+6y
