If P is 3 years younger than F, and F is 3 years younger than S, and we let represent the age of P, then F's age is and S's age is . And we know that:

Paul + Fiona + Sara      = 60

P    + (P+3) + ((P+3)+3) = 60

3P + 9 = 60


3P = 60 - 9 = 51  ====>  P = 51/3 = 17.


Answer.  Paul is 17 years old.
