If C is the number of chicken, then 2C is the number of their legs.


If N is the number of sheep, then 4N is the number of their legs.


The problem says that 


2C = 8(4N).


Then C =  = 16N.


Answer.  The number of chicken C = 16N,  or 16 times the number of sheep.
