Combined rate per hour of job done *cost /hour = estimate
combined rate = 1/6+1/9 = 5/18
Time taken = 1/(5/18)= 18/5 hours
(18/5) *49= 176.40
Estimate for the job should be $176.40 for labor

The problem is posed / (is worded) incorrectly.

In order for it be correct, the problem must say / (must DEFINE) what
the entire job is, which is the subject of estimating.

How the cost of labor is described in the post, is absolutely shocking, incorrect and absolutely illiterate.

To be correct, this piece of the post must say "the cost of labor is $49.00 per hour per person" -
- then it would be a complete/exhaustive description, otherwise it is an open interpretation
if $49 is the combined rate for both workers per hour or for each worker per hour individually and separately.
