If you mean [y^(-7) / y^(-2)] ^ (-2), we do it this way...
Apply the rules for dividing like bases and subtract exponents...thus within the square brackets you get
[y^(-7--2)]^(-2) =
[y^(-5)]^(-2)
Now applying the power rule, you multiply exponents and get
y^10
