exponent is assumed to be the power of one, another words 15 = 15%5E1,

This becomes apparent when you multiply numbers (or terms) with exponents.
You know that when you multiply numbers with exponents you add the exponents.
Like 15%5E2+%2A+15%5E5+=+15%5E7 and
15+%2A+15%5E2+=+15%5E3 the assumed exponent of 1 is added to 15^2, right?
