Question 314462: do i distribute the ^4 to the -2 and the 7? making it look like ? please help :)

Yes, but be careful with that negative sign. It's inside the brackets, so it will all become a positive number when raised to the even number exponent.
(-2/7)^4
=(-2)^4 / 7^4
=16/2401
If that negative sign confuses you, think of it like this:
(-2/7)^4 = (-2/7)(-2/7)(-2/7)(-2/7) = 2^4 / 7^4 = 16/2401
Four negatives make a positive.
