Assuming that I am reading that in the denominator, the -2 is associated with ONLY the x, then the solution is as follows:
(2x)^-3 / 3x^-2
Distribute the -3 to both parts of the numerator.
(2^-3)(x^-3) / (3)(x^-2)
If a number or variable was a negative exponent, move it to the other side of the fraction bar and make the exponent possitive.
(x^2) / (3)(2^3)(x^3)
Work the powers on the numbers first.
(x^2) / (3)(8)(x^3)
(x^2) / (24)(x^3)
Work the division of the exponents (subtract the exponents putting the remainder in the denominator since 3 > 2)
1 / 24x
