Let x be the width of the print.
The length then is x+10.
The width of the frame is x+1.5 and the length is (x+10)+1.5 = x+11.5
Since the area of the frame is length times width we have:
(x+1.5)*(x+11.5) = 399
Solve this equation for x (width) and then calculate the length x+10.
