It tells you to multiply x^3 and (2x^-2 + 4x)
You use the distributive property and get:

x^3(2x^-2) + x^3*(4x)
= 2x^(3-2) + 4x^(3+1)
= 2x^1 + 4x^4
= 2x + 4x^4
