Could -2 be used as a base to represent 32? 64? Why or why not?
~~~~~~~~~~~~~~~~~
For  64  the answer is  "YES",  because   = 64.
For  32  the answer is  "NO",  because  such an integer  n  that  = 32  does not exist.
    (And, as additional argument, only integer positive indexes are allowed to consider the expressions    with the negative base).
