How can you write 9 with a base 3? Well, 3 x 3 = 9. So we can write it as:
3^2 = 9

Then let's rewrite your problem:
9^2x, base 3 = 3^2^(2x)
Now, the Power Rule says that to raise a power to a power you need to multiply the exponents. Let's do that:
3^2^(2x) = 3^(4x) We're done, this is your answer.
