Comment:
The rule is
"perform multiplication and division from left to right"
After doing that
"perform addition and subtraction from left to right"

Your Problem:
= (-1/4) - (3/2) + 15
That takes care of multiplication and division.
= (-1/4) - (6/4) + 15
= (-7/4) + 15
= 13 1/4
That takes care of addition and subtraction
