How do I solve an equation where the base is a fraction and the exponent is a negative fraction?

Not exactly sure what you mean, but this might be an example:
(27/64)^(-2/3) = ?
----
The 3 in the exponent means "take the cube root"
The 2 in the exponent means "square"
The negativ sign in the exponent means "invert"
------
Inverting you get:
(64/27)^(2/3)
Taking the cube root you get:
= (4/3)^2
-----
Squaring you get:
= 16/9
=======================
