:
You have to use long division here, place the decimal in the answer above the
number you are dividing
When a positive number is divided by a negative number the answer will always,
be negative. Add some zeros to 3.5
:

........---- 4 goes into 35, 8 times with a remainder of 3, bring down the 0

...........---- 4 goes into 30, 7 times with a remainder of 2, bring down the 0
