(-x^3/y^2)(x^-3/y^-6)

(-x^3/y^2)(y^6/x^3)

(-x^3/x^3)*(y^6/y^2)

-y^4

So -(x^3 y^-2)(xy^-2)^-3 simplifies to -y^4


In other words, -(x^3 y^-2)(xy^-2)^-3 = -y^4 for all nonzero values of x and y.
