This problem does not have a negative exponent:

(-3)^9/(-3)^9 = 1
---
(-3)^9/-3^9 = [(-1)^9*(3^9)]/[-(3^9)] = [-(3^9)/-(3^9)] = 1
=================
-3^9/-3^9 = 1
=================
Note: A negative in the exponent means you should
invert the base.
