I am having problems with negative fractional exponents. Here's a problem Ive been working on.
(8/27)^-2/3

That exponent tells you three things:
1. take the cube root
2. square
3. invert
-----
You may do these in any order.

Note: Taking the root will give you a smaller number to work with
so I would do it first.
---
= (2/3)^-2
----
Note: Now either invert or square
Inverting you get (3/2)^2
Squaring you get 9/4
