I get 2 +1/4 - (-2/9)

I think you didn't pay proper attention to your first subtraction sign.
-(-2)-(-2^-2)-[-2(3^-2)]==>2-(1/-2^2)-[-2(1/3^2)]==>2-1/4-[(-2(1/9)]
2-1/4-(-2/9)==>2-1/4+2/9==>72/36-9/36+8/36==>72/36-1/36==>71/36
