using laws of exponents ___ a^(-b) = 1 /(a^b)
for fractional exponents; think of the numerator (top) as a power, and the denominator (bottom) as a root
(1/4)^-3/2 is: the inverse of; the square root of one-quarter, cubed
1 / {[sqrt(1/4)]^3}
1 / [(1/2)^3]
1 / (1/8) = 8
