Graph the boundary of each inequality.
Draw each as a dashed line because they are not part of
the solution but are the boundary of the solution :
y = x+1
y = (3/2)x+3

Shade the half-plane ABOVE y = x+1 because you want y>x+1.
Shade the half-plane BELOW y = (3/2)x + 3 because you want y < (3/2)x + 3
---------
The solution set is the intersection of the two half-planes.
