y = mx + b
where
m is slope
b is the y-intercept at (0, b)

Your problem gives you the slope (m) as 3, the only thing you're missing is the y-intercept (b).
Your problem also gives you a single point (1, -2) on the line -- we can use this to find 'b'.

To find 'b', plug the given m (slope) and the given point into:
y = mx + b
Plugging in our slope of 3:
y = 3x + b

-2 = 3(1) + b
