Rules for exponents allow you to convert a "negative" power to a positive power by simply moving either:
from the "numerator to the denominator"
or
from the "denominator to the numerator"
.
For example:
if you have:
x^(-3) this is equal to 1/x^3
if you have:
1/x^(-3) this is equal to x^3
.
Your problem:
7 to the negative 3rd power
is written as:
7^(-3)
is the same as:
1/7^3
.
1/7^3 = 1/343
or in decimal
0.0029154...
