same number of places to the RIGHT as as the INTEGER EXPONENT. Then
erase the "×10INTEGER EXPONENT"
This may involve annexing some 0's on the RIGHT.

2. If the INTEGER EXPONENT is NEGATIVE, move the decimal point the
same number of places to the LEFT as as the absolute value of the
INTEGER EXPONENT. Then erase the "×10±INTEGER EXPONENT"
This may involve annexing some 0's on the LEFT.

Your problem is 6.92 × 10-5, the integer exponent is
NEGATIVE so case 2 applies.

So we need to move the decimal point of 6.92 five places to the 
LEFT.  But first we must annex enough 0's on the left so that we
