i think it works like this.

total sales for the month were 21500.

total returns for the month were 325.

total net sales for the month were 21500 minus 325 = 21175.

7000 of that was commissioned at 7.5%.
8000 of that was commissioned at 9%.
21175 - 15000 = 6175 of that was commissioned at 11%.

his total commission for the month was .075 * 7000 + .09 * 8000 + .11 * 6175 = 1924.25.

his gross earnings for the month were 1924.25.
