Take everything separately and raise it to the 2/3 power
the -64 is the cube root of -64 (-4) squared (16)
x^3 raised to the 2/3 is the product of the exponents or 2, x^2.
y^-6 raised to the 2/3 power will be y^-4
The answer is 16x^2/y^-4
or 16x^2*y^4.
