I tried to change base 9 to base 3 and multiplied the exponent by 2 and I got 4x then I changed base 27 to base 3 and multiplied the exponent by 3 but I'm not sure if I'm correct so far.

3^(6x)*3^(3x)=3^(-1)
3^(9x) = 3^(-1)
9x=-1
x=-1/9
