Find the increase per hour:
(9.75-6.5)/2.5 = 1.3 million per hour

From 10:30 to noon is 1.5 hrs

1.3*1.5=1.95 million is the amount of increase between 10:30 and 12:00

Total population will be 9.75 + 1.95 = 11.7 million
