I know right off to remove the 4s leaving 10^3(X). Without this equation equalling another number, I don't know what to do next. Any help you can provide will be greatly appreciated.

As you noticed, it is not an equation.
The best you could do would be to simplify the expression.
As you said, " cancel the 4's" to get;

=10^3(X)
=1000X
