Let me know if I misinterpretted what you meant:

Because the x is raised to an even power, the only thing that x can't be is 0.
That means there's a vertical asymptote at 0.
If your allowed to use a graphing calculator, use the change of base formula and graph (ln(x^(-2))/(ln(3))

Let me know if you need to do this by hand let x = 0,3,9,27 those are powers of three that will give you easy answers.
