No, not "Log base 4 times 96" it is the "log base 4 of 96" meaning "what exponent do I need to put on 4 in order to get a result of 96"

Three ways to get this.

1. If you have a calculator that provides logarithms to any base you specify, just ask it for the base 4 log of 96.

2. If you have MS Excel or Numbers on a Mac, open a blank spreadsheet and type:

=log(96,4)

Then press Enter

3. Barring either of those options, take the base 10 log of 96 and divide by the base 10 log of 4. You can also take the natural log of 96 and divide by the natural log of 4 and get the same answer.
