"Can you please explain this problem to me..I don't understand
(-3x^6y)^3"

Take everything inside the parentheses to the 3rd power
- when you have a power to a power, you multiply the exponents.

(-3x^6y)^3
= [(-3)^3][(x^6y)^3] {took (-3) to the 3rd and (x^6y) to the 3rd}
= -27x^18y {-3 to the third is -27, multiplied the exponents on the x}
