first we must find the slope of the equation y=(-2/3)x+7......since this is in point slope form....we can see the slope is -2/3. now we know that any line perpendicular to this line will have a slope that is the negative reciprical of it.....the negative reciprical of -2/3 is 3/2

now we have the slope 3/2 and a point (4,-1)...using the point slope formula we have
:
y-(-1)=(3/2)(x-4)
:
y+1=(3/2)x-6 -->y=(3/2)x-7
