2x + 2y = 7
2y = 7 - 2x
y = - x
y = 3.5 - x

and
4x + 3y = -1

Substitute (3.5-x) for y in the above equation
4x + 3(3.5-x) = -1
4x + 10.5 - 3x = -1
4x - 3x = -1 - 10.5
x = -11.5

Find y, substitute -11.5 for x in the 1st original equation
2(-11.5) + 2y = 7
-23 + 2y = 7
2y = 7 + 23
2y = 30
y = +15
