Start with the given expression
Break up the fraction
Multiply the outer exponent by EVERY exponent inside the parenthesis
Multiply the exponents.
Raise 3 to the 4th power to get 81. Raise 2 to the 4th power to get 16.
Now divide the "y" terms by subtracting their exponents

So simplifies to

first simplify with the parenthesis: the 3 and the 2 cannot be divided so leave them like they are, but the "y" can be so according to power rules, in a division we would subtract the exponents so
the the equation looks like because the 3 and the 2 are raised to the fourth and the according to power rules, the power of a power multiplies each other.
