Solve for y in the first equation:
4x - y = 22
4x-4x - y = 22- 4x
-y = -4x + 22
y = 4x - 22

Substitute into the second equation:
2x + 3y = 4
2x + 3(_____)=4
2x + 3(4x-22) = 4
2x + 12x - 66 = 4
14x =70
x=5

Substitute back into first equation to solve for y:
y=4x -22
y=4*5 - 22
y=20-22
y=-2

Check in the second equation:
2x + 3y = 4
2(5)+3(-2) = 4
10-6= 4
It checks.
