If the original problem is not a fraction, like this:

x%5E%28-1%29 or 7%5E%28-2%29

Put in a 1 coefficient, then put it over 1, 
like this, so that it will be a fraction:

1x%5E%28-2%29%2F1 or 1%2A7%5E%28-1%29%2F1

Next, if the negative exponent is in the numerator,
move it to the denominator, and change the negative
exponent to positive, like this

1%2Fx%5E2 or 1%2F7%5E1

If the exponent is 1, just erase it.

If the negative exponent is a factor in the denominator, 
like this:

4%2F%285x%5E%28-3%29%29

move it to the numerator and change the negative exponent to
positive, like this:

%284x%5E3%29%2F5.
