Using the numbers 1,2,3,4 only once and the operations + or x as many times as you like, write an expression that evaluates to 16.
-----
4*4 = 16
===================
Use this expression any combination of those symbols as many times as you like to write an expression that evaluates to 816.
2*4*4*(2*4 + 4 + 1) = 816

(1) The instructions are not completely clear.

For the first part, do you have to use EACH of the numbers 1, 2, 3, and 4 exactly once?

And the sentence describing the second part is not proper English, so we would have to guess its meaning.

(2) I very much dislike this kind of problem. Solving this kind of problem involves random guessing of how to put the numbers and operations together; random guessing teaches no useful problem-solving skills.

It does give you practice in evaluating expressions using correct order of operations; but those skills can be practiced with much more interesting problems.
