Rule: The equation of a line wit slope m and passing through the point (x1,y1)
is given by

point (x1,y1)= (3,-2)
the line is parallel to y=7
y= 7 is a horizontal line
hence slope =0
hence m =0
put this values in the above equation



move 2 to the right

the equation you are looking for is y =-2
