Solve each equation for y:
y=(-2/3)x + (8/3)
y=(-3/2)x + (7/2)

The 1st has slope -2/3
The 2nd has slope -3/2

The lines are not parallel because the slopes are not the same.
The lines are not perpendicular because the product of the slopes is not -1.
So the lines are neither parallel nor perpendicular.
