Any line which is in the form y+=+mx+%2B+b has a
slope = m. In your problem,
y+=+%281%2F3%29x+-+4
m = 1/3
b = -4
So, the slope of this line is 1/3. Any line parallel to
this line will have the same slope. the answer is 1/3.
