In which quadrant does (x<0, 4) lie?
Well, if x<0 this means that x is negative, right?, so where is a point whose x- and y-coordinates are (-x, 4)
If you recall, the signs of the x- and y-coordinates (x, y) go like this:
In quadrant I (+, +)
In quadrant II (-, +)
In quadrant III (-, -) In quadrant IV (+, -)
So, a point with coordinates (-x, 4) or (-, +) would lie in quadrant II
