You have to be able to plot points on a coordinate system.
To graph x=-4 plot the points (-4,1) and (-4,3)
Draw a line thru them; that is the graph of x=-4.

to graph y=2 plot the points (0,2) and (3,2)
Draw a line thru them; the is the graph of y=2
