This is the slope intercept form of the line.
y=mx+b where m=slope and (0,b)=y-intercept.
In our case slope(m)=2/3 and y intercept (0,b)=(0,-4)
Plot (0,-4), from that point go up (+2) and right (+3) and plot another point at (3,-2). Connect the dots and you have a line.
If your not doing that yet plot as many points as your told to.
Let x=0

y=-4 plot (0,-4)
Let x=3 (Because of 3 in the denominator, that will make it easy to solve)

y=-6 plot (3,-2) Connect the dots and you have the same line. It looks like this:
