3x+2y=-7
2y=-3x-7
y=(-3/2)x-7/2
slope is -3/2
a line perpendicular must have a slope that is the negative reciprocal:
(-3/2)m = -1
m = 2/3 (our new slope)

Plug 2/3 and (-5,-8) into "point-slope" form:
y - y1 = m(x -x1)
y - (-8) = (2/3)(x -(-5))
y + 8 = (2/3)(x+5)

that was the "slope-intercept" form, but they wanted in "standard form":
