From
7 < 4x+3 < 21
we can treat this "pair" of inequalities as one if we're careful...
let us subtract 3 from all quantities first, then divide by 4 and we get
4 < 4x < 18
1 < x < 9/2
In interval notation, this is
(1, 9/2)
